I'd suggest Kaye C. Hill -- definitely full of humor. Also Julie Hyzy's Washington DC series, (State of the Onion is the first book in the series.)

I also love the Vicky Bliss series written by Elizabeth Peters. They are definitely cozy and comic fun!

Kinky Friedman writes funny mysteries, although after reading several of them they begin to all sound alike the same jokes over and over. But he is funny. I liked the older ones more than the newer ones.
